The garden, alongside that of Robert's brother Joey, is on land transferred by the Housing Executive at Castle Street, Ballymoney.
Speaking at Council Headquarters on Friday the Mayor, Alderman Frank Campbell, said: "I am delighted that, having secured the land and planning permission, we have now let a contract and work is commencing on the memorial to Robert. "I commend them on the tremendous effort they have made in promoting fundraising to date and to those who have made donations to the fund. We look forward to installing the sculpture in the memorial Garden in due course. For its part Council have provided for the sculpture a granite base cut to the shape of the North West Circuit, which will be a central feature of the garden."
