INSTITUTE chairman Billy Gillard wants someone to be held accountable for Saturday's farcical display in which the JJB Sports Premiership failed to start.
The chairman also sides with the referees but is frustrated that, he said, it took Portadown to highlight the situation before something was done.
"I totally agree with the referees that they should have linesmen in the Championship, but it really annoys me that whenever Portadown brought this situation to light something was done about it," he said.
"We were in the First Division a few years ago and although we brought the subject up nothing was done, either way thankfully the matter now seems to be sorted out.
"However in my opinion the ridiculous situation of the season not starting on time was a disgrace."
Gillard wants to find out who is footing the bill after the referees got their pay rise and he thinks it's laughable that the IFA expected his and other clubs to get their house in order to ensure they were acceptable into the invitational Premiership.
"At the minute we don't know the ins and outs of who is paying the extra money to the referees, however I know a small club like ourselves won't be happy if we have to pay it," he said.
"Some of our top earners at the club will be getting slightly more than the referee and that's not right, but as I have already said we don't know exactly what is happening so we'll have to wait and see.
"Institute did a lot of hard work behind the scenes to make sure we got everything in place to get into the Premiership, then in my opinion the IFA not to have everything ship shape for the start of the season is terrible.
"I'm hoping that there will be some sort of an enquiry to make sure something like last Saturday isn't repeated in the future.
"A lot of organisation goes into an away game and we at Institute have to travel the furthest distance for our games. We have to pay up front for buses and for places to eat. It has proved a costly exercise."
The 'Stute chairman feels not for the first time the Irish League is somewhat of a laughing stock throughout the country but he's hopeful whatever damage is done will be minimal.
"Obviously with the likes of JJB Sports coming in as the new sponsors the whole situation doesn't look well, but hopefully everything is now finally resolved and we can now just concentrate on the football," he said.
