Incinerator close to being signed off

THE financial and legal aspects of a massive new incinerator that will dispose of at least 120k tonnes of household rubbish from the North West each year is expected to be signed off next March allowing the construction phase to finally get underway.

Environment Minister Alex Attwood advised that the North West Region Waste Management Group (NWRWMG) expects to reach financial close in March 2013.

Thus all financial contracts should be tied up and at that stage the actual physical development of the incinerator will be able to get underway.

NWRWMG - comprising seven councils from Moyle to Strabane - is contracted to burn at least 120,000 tonnes of household waste that would otherwise be destined for local dumps each year

An approved business case for the incinerator that will dispose of the weight equivalent of the total annual EU beef exports to the US has already been finalised.

Now Mr Attwood has stated: “If approved, this will allow the NWRWMG to consider appointing a Preferred Bidder. NWRWMG expects to reach financial close in March 2013.

“As I have advised previously, I have been highly vigilant in relation to this project, have pressed each group on issues of affordability and deliverability, have made it very clear that there is a major need to create certainty, have worked to ensure best practice and will continue to ensure robust accountability, with appropriate regard to waste needs, European requirements and the changing waste picture.”

The Department of the Environment (DoE) and Department of Finance and Personnel (DFP) are currently considering the case and once it has been approved NWRWMG will be in a position to award the contract to run the huge Energy from Waste (EfW) plant.
